Default Unused Network SubForum

The Tips and Tricks SubForum in the Networking Forum is not being used. The only thing it is really used for is members posting for help, because they misunderstood the guidelines. This seems to cause their questions to not be solved, because their posts arent noticed.

I recommend getting rid of the SubForum. It might save some space on the TF server, or maybe speed up its reponse, by just a tiny bit.
