I've seen scripts that query the new topic title for like topics and tell the user "Have you checked this similar threads",etc.. either way they can still post but having some drop down css table or whatever.. anyways just a suggestion, peace.

Isnt that the same as the search feature which is right at the top of the forum and can be used even by guests?

If that doesn't help there is even a advanced search as well.

So really everything is there for the amount of threads not to be there. We have Stickies galore, indexes where there are too many sticky topics. Doing that is going to prove futile. If people refuse to use the search, they are not going to pay attention to a wise crack like that when they are trying to post a problem.

In fact some would most likely be offended and not bother with us.
