No, that's not what net neutrality ils about.

NN is about traffic prioritization. Without NN in place, ISP's could prioritize traffic of certain services over other services. For instance, if the ISP had a streaming service of their own, they could prioritize traffic of their own service over the likes of YouTube or Netflix, thus slowing those services down and degrading customer experience but "boosting" the speed of their own service.

So ISPs wouldn't go crazy and start blocking everything? That's what I'm always afraid of. I thought that without net neutrality ISPs could block anything they wanted.

It's possible, but blocking wasn't the main point of NN. Anti-blocking is included in NN's definition, IIRC.

You only need to worry about the governments blocking such services not ISP.

Because then there would be a big uproar. If they were to just throttle competing services rather than block them, then it would just irritate people and they would most likely blame the service, and then possibly switch to the ISP's own service (or one they may have partnered with).
