Should a Host Offer a Free Site Move?

Do you think that a free site move from the previous account to a new host should be a part of the hosting package?
Some hosts include it like downtownhost.com, some not (may do this on request or charge money for this, depending on the number of sites).
What do you think might be the best policy here?

Downtownhost.com services are really recommended, a solid host with positive reviews at WHT, no wonder they do a site move for free.

Yeah O/C it should be free. They'll just whack the admin charge on you're monthly bill anyhow
