wow, that looks very similar. the tools in the pallette are even in preety much the same order.
edit, i would have said PS elements. it can do all the basic stuff, and you don't really ever use the complex stuff in photoshop if you are not going to use it seriously, as you said.

Pixel (http://www.kanzelsberger.com/pixel/?page_id=5) has a trial that you can try out too. It only costs 32 dollars now for the full version and you get updates up to 2.0. It is cheap now because it is still in development.
