Default programming on a mac

I've been using my dad's PowerBook G4 with Mac OS 10.3.9, but I've been having a pretty bad time programming with Java and C++. With Java, I can't seem to figure out how to get it to a newer version. If I don't have 1.5 I really have no use programming with it, but I read that I would need to get a newer OS version.

For C++, I just can't figoure out how to work it, I've searched google and I see things about Xcode and a gcc compiler, but I can't find it on this laptop.

Can anyone give me some information?

Intel Core i3 540
4 GB DDR3-1600 memory
ATI Radeon HD 5670
Windows Vista Business x64

You have to install Xcode from the OS X install discs.

I dunno about Java.
