Granted, the Mac Mini runs faster, but it only has one proc. That Powermac has two. Even though the clockspeeds don't match, it will very likely run faster than the Mac Mini, because two heads are better than one.
Plus, the Powermac is cheaper, and if the monitor you're getting is like mine, it's worth every penny.
