Workaround for port blocked by ISP

I was searching for a way to circunvent the problem of ports blocked by ISP, but only found solution regarding changing the port used on the program it self.
The problem is that some of the programs don't offer this kind of configuration, so how do you belive is the best way the change the ports used by those programs?

We do not offer advice on how to get around in place security measures by a ISP, business, school or parent. They are there for a reason. This would be close to hacking which is against our forum rules.
