Wireless Router X-tion problem

My buddy is trying to connect to a wireless router via laptop.

He's not able to connect for some reason I can't figure out. The desktray icon says it's connected, but I know something is wrong because he sends out a million packets, but doesn't recieve one.

It's a netgear router. XP.

make sure dhcp is working properly by running ipconfig /all from the command line.

I've ran across a problem with my router where i enabled ACLs. My ACL had no statements so it dropped everything (there's an implicit deny all at the end of an ACL). So even though I was connected to the router, i couldn't get any information.
