[Win7 64-bit] LAN Proxy settings issues

Hello,

Gonna be as detailed as possible, so please enjoy my screenshots! Haha.
Important note: I have successfully used this setup for years. Nothing (that I know of) has changed, so it's beyond me why it's not working. I have ruled out a hijack, as it doesn't seem very likely.

I'm using SSH (PuTTY) Tunnel (VPS) and IE's LAN proxy setting to browse certain websites on an American IP.

The problem now, is that the Windows Proxy settings refuse to listen when I check the setting. I go inside, check it, press OK. But when I go back, it has already unchecked itself.

I went into regedit.exe and found that the ProxyEnable value was set to 0.
After changing it to 1 and rebooting, it worked. However, it keeps resetting itself to 0.

Then, I tied locking the Internet Setting key in the registry, along with the sub keys, by adding "Everyone" with the permissions in the screenshot below, but it doesn't seem to work. ProxyEnable's value keeps resetting to 0, and the LAN Proxy setting also resets itself.

Any idea what I can try? Should I uncheck/check other/more boxes in the registry key permission settings?

Here's a list of all other permissions. They all have all "Allow" boxes checked (aside from the RESTRICTED profile). Shouldn't "Everyone" overrule all else?

I've tried to add and change these things in different orders to see if they'll actually lock properly, without any luck.
ProxyEnable's value keeps resetting to 0, and I still can't check the LAN proxy setting successfully.
