I am using Windows XP. I found my DNS server is 192.168.1.1, but this is my router's IP address! As I know, a router does not has transport layer, how can I be a DNS server?

I tried
telnet 192.168.1.1 53
Can not set up TCP connection

Just log into your router and you can see on the WAN connection info what your ISP's dns is.

Preacher is correct. Your router is acting as a DNS Proxy.
