From where is this IP ?!

I am participated in a forum and I noticed a member from my country having a really big upload ratio. In my country the highest possible upload speed is 1MB for homes.
This guy has recorded a 12MB which is not even available for commercial use in our country.

I was able to record a portion of his IP.

91.121.xxx.xxx

From where could he be uploading with that speed, Is there a reserved IP list for each country.

Mine starts with 217.xxx.xxx.xxx - I'm from United Arab Emirates.

That's a bit weird. I will like to know more about it.....

Google for WhoIs IP or something like that. IP Locator or something liek that. That will have your answer.

Its somewhere in Europe out of my country as I guessed.

yeah, those IP locator sites are great. I use a couple of them very frequently as seeing the location of the IP helps me to nail spammers, many times before they even post. My advice would be to bookmark a few for future reference.
