web server behind router

I'm trying to get a tomcat web server to work through my router. I'm sure the server is up, because I can access it from anywhere on the local network. However, I can't access it from the internet.

I've set up tomcat for port 80. I've also set the router to forward all port 8080 requests to my local IP address. I have an actiontec GT701-WG modem/router, in case that info might help.

When I type (external ip):8080 into the browser, it says that the connection was refused.

I've also made sure windows firewall is off. Yet, it still doesn't work. I'm beginning to think that there is no possible way to do this. Does anyone have any suggestions?
 
You need to forward port 80 to your computer. If you're computer is waiting for a connection on port 80, forwarding 8080 will do nothing.
 
Well, I tried that too, and it still didn't work. The port forwarding mechanism on my router allows me to specify a port that will supposedly get forwarded to a local IP address. It doesn't, however, allow me to specify a particular port at that local IP address.

It doesn't matter anyway though, because I tried it both ways and it still didn't work.
 
Oh yeah, I forgot to mention. Forwarding port 80 seems to have no effect, since anything sent to port 80 is assumed to be intended for the router itself. In other words, if I type in (external IP):80 in a browser, it always takes me to the router setup page, even if I have it set to forward port 80.

I've also tried setting up tomcat for port 8080 and forwarding port 8080 to the local IP...it also didn't work.
 
I also tried testing port 8080 with https://www.grc.com/x/portprobe=8080. Even though it should supposedly be forwarded, it still seems to be in stealth mode.

I'm not really all that knowledgeable with this kind of stuff. I'm forwarding tcp and udp protocols, since those are the only ones available to forward. Do I need to be forwarding http instead? Or is that the same thing as tcp? If I DO need to be forwarding http, I'm not sure how to do that, since there is no option for it.
