After reading all the reviews people had about hacks that enabled windows vista home edition to allow users to terminal into the computer, there seems to be one thing left out, where in the registry (using regedit) will it allow you to change permissions on the user accounts for regular users to login remotely without giving them administrative access?

This is the one last thing that needs to be completed, otherwise the TS is working perfectly. :)
 
Well, right click/permissions on folders in the registry bring you to the security tab

But the user shouldn't have admin access if they are not part of the Administrators group to begin with...which is defined in the User setup under the control panel.
