Verizon Fios download speed

I have a server at collocation where my web applications and files are stored there.
I am at the office trying to download a file from my collocation server and it is very slow to download.

Given that i have Verizon Fios download speed 24Mbps and Upload speed 14Mbps (yes, I just tested).
To access the files at collocation, it accessed via VPN tunnel using that Fios speed above, but when I download a PDF file, it only download at 150MB/sec .
The network card at server set at 100Mbps full duplex

What seems to slow it down?

This is ike my Office too. The vpn tunnel is ungodly slow!

Just because you can d/l hugely, doesn't mean the other person can up/l just as fast.

I think the encryption also has a hand in slowing you down too.
