User Rights

I was wondering if someone can tell me how i can have it so users have administrative rights on there own pc's but restricted rights on the network what steps do i take to make this happen and how do i do it

there's two different types of users (per say), local and network. You setup local users on the pc that the user will be working. You can do this by accessing control panel>users & passwords. You setup network users on your server. You set these users up on the server, in NT4 environment set them up in users for domains. I'm not sure how to setup a user on a 2k domain but i would think that you would access AD to set the user up, if AD is deployed.
