Urgent VPN questions

How can my company avail of VPN technology? all i know is that, if we have VPN concentrators on two separate branches, we can make them communicate. My question is, aside from the VPN devices and the monthly internet access fee for our ISP, do we still have to pay for a monthly fee for vpn services?

I've also learned from other forums that the vpn should have a static IP address, how do i avail of this static ip address?
