Strange Filtering by ISP

Basically what happens is that tracert (and ping) runs just fine if the dest ip is < 36.x.x.x and seems blocked if the dest ip is >35.x.x.x

Does anyone have a clue why this would be happening ? Are the ISP people complete raving lunatics ? (Wouldn't surprise me). Here are some tracerts :

Not sure although I have Verizon for my isp and they claim they don't , but they block the whole German ip range. I can not get an email from Nero. They block port 110, so i can not use another pop3 email except theirs. They block the wrong spam, can not get over due book notices from the library. Outside of that they are great and I have FIOS.
