Speed Mismatch

This may take a time. Okay, here it goes.

It's been almost four years since i started up with broadband at home, here in New Delhi, India.
I use a '24Online Client' to log in to my connection, the connection being 128 Kbps (burstable). Usually, on flashget or on Ares or any other filesharing/downloading toop for that matter, i get speeds in the order of 6-8KBps (60-120kbps).

Now, once i'm downloading from a good ftp server on Flashget, when i "log off" from my client, the bits slowly die down, reaching a zero and then the shoot off takes place, and the bandwidth now i get is close to
2-3 Mbps(and some times 1027KBps, yeah an MB a sec). This doesnt happen on a p2p client, torrent client or anyother download accelerator.
Why's thi happening, not that i care but cant i surf with the same bandwidth. I request a technical solution so as to why's this happening and anything else i need to tweak it further to p2ps.
