The SMTP protocol is a mail protocol. Mail servers use it to transfer e-mails between themselves. You can also telnet into a mail server by keying telnet hostname 25 on an *nix box and key commands yourself.

You would enable it by using e-mail server or client software, so you only really use it indirectly. It is generally not implemented within the operating system itself but within software utilities.

The microsoft site your link points to describes how to get your computer to log what is going on in any SMTP actions it is involved with. It is not a site on how to enable SMTP.

This site details the specification for the protocol.

It's a bit technical though.

SMTP is probably the most popular protocol for the transmission of e-mails on the internet, though it is usually used in conjunction with protocols like IMAP or POP3.

i just try to follow the steps and see how far i get from there.
