Setting up home HTTP server using Apache

I'm using Apache HTTP server to set up my own home server. I have everything working, almost. If I enter http://localhost in, I will get the directory. After that, I should be able to enter my IP address and get that same directory (from any computer connected to the internet), but it simply times out. I only run the Windows SP2 firewall (which is turned off during this) and I disable Norton Antivirus as well, just incase. I can't get anything. What's wrong here? Could my ISP be blocking this somehow? If so, how can I get around that?
 
Are you using a router?

To access the webpage on your http server over the internet, you'll need to use the public IP your internet provider assigned to you.
If you are using a router, you will need to point port 80 to your computer's IP.
