Has any one set up a new server with server 2008 Premium OS? The company I am working for hasnt rolled out a domain as of yet and I am wondering if we really need one. The only thing that would be placed on the service is peoples documents folder and their outlook files. I know I can do that with out rolling out a domain. We are not using any kind of desk sharing to worry about having roaming profiles.
Any thoughts?

If you can afford it, i would always upgrade to the latest OS when possible. I realize you may not use the new updates that comes with 2008 (fine grained password policies, DFS-R of SYSVOL which is much more robust than its pretisesor, better encryption, etc) the reality is the newest OS will have the latest security updates. 2003 has patches as well, but 2008 R2 is the most secure server OS to date.

If you have the ability, upgrade. Also think, the transition from 2008 R2 to 2012 will be much smoother than from 2003 / 2000 to 2012.
