Script for Router Login

Hello.. Im wondering how some places such as Coffee Shops and other "Public Places" have a script so that when you connect to their network and try getting onto the internet, it will bring you to a page where you will have to sometimes read through the Privacy Statement and Accept to use the internet and other places allow you access the internet, but need a user name and password to log in to actually "use" the internet.

Can you do this with routers or anything??

I'm not 100% on this. But I don't think it is a script, it is actually the router itself. They have a class of router that can force a particular home page to display, then requires a user name and password to access the internet.
