So I randomly have been disconnecting every fifteen to thirty mins, for the past like I don't know 15 hours, Tried turning router of and on. Tried turning router off for long periods of time and then back on.

Looking at What Is My IP - The IP Address Experts Since 1999

every time i disconnect and reconnect it changes my ip address.

PLEASE FOR THE LOVE OF GOD HELP ME I WANT TO PLAY ON THE INTERNET

Is this happening to all systems / devices on your network at the same time? Do you have a router/modem combo from your ISP?

If your external IP is changing and it happens to all devices / systems on your network, IMO, I'd think it's something with your modem causing the disconnects. I'd contact your ISP and see if they can replace it.

I only have one computer hooked up to a router thats plugged straight into the wall, its at&t, ill keep looking around then thanks hope somone can help ;/ Would like to fix it without replacing/dealing with there customer support.

Re-read your OP. The reason you're getting a new IP is because you're power-cycling (turning off/on) the modem for long periods of time. When powered off for a while, your ISP recycles that IP eventually and issues you a new one when you plug it back in... so that's normal.

Have you tried updating your drivers from the ethernet manufacturer's website?

If you're not sure, open up Device Manager -> Expand Network Devices -> and post the brand/model of your ethernet adapter.

No I mean when it disconnects and reconnects a few moments later its a new ip address.
It only does it every 15-30 minutes, last for about a minute, changes my ip, no red lights or light changing happens and then it just reconnects to the internet like it never disconnected, hovering over my network and connection area still says internet access when its disconnected also

Well, first thing I would try is updating your drivers. If that doesn't work, try a new ethernet cable.

You also said you're plugging ethernet into the wall...so it's not plugged DIRECTLY into the modem/router? If that's the case, try plugging directly into the modem/router from your PC and see if that alleviates the issue.

If none of those work, then I'd say call your ISP.

What's the model number of the router? It sounds like it might be a router/modem gateway device provided by your ISP. In that case, your router and modem would be the same device.

If your public IP is changing so often in such a short time span on its own then it sounds like an issue on the ISP side - I would take it up with them.

It could also be the client side sending new DHCP requests.

Did you check if your computer contains any viruses, malware or anything suspicious?

In my honest opinion sounds like faulty cabling. You said the router plugs into the wall? How old is your house? Old houses tend to have some cabling issues. Consider replacing the Coax that sits between the wall port and the modem(not sure if this will help, as i suspect its the wire running through the walls to the outside). I would try to trace the exact path from the wall port to the box they have sitting outside(usually gray and attatched to your wall) and make sure the cable wasn't chewed on by some rat or something. If that isn't the issue. Replace the Modem, it's faulty.

Edit:
MAke sure the cable doesn't run by anything that could create Line noise(electromagnet stuff, Florescent lights, etc). If the line runs by something that can create noise frequent disconnects would occur as much as you say.

Of course it affects your wifi, the modem is disconnecting, meaning you lose connections.
Do the lights on the modem indicate its disconnected when it is?
