Does anyone know a program or a way to do the following on a PC:

If I want to block a website, but want it to show up a different one.

For example. If I went to addictinggames.com on my computer it would foward it on that computer to a PAGE IS BLOCKED BY THE ADMINISTATOR page were I could design that page to look however I wanted it to.

Basically you could change the hosts file in one computer and direct it to a local web server whenever a certain site is visited. The front page of your local web server could be whatever you make it to be. Obviously though, all someone would have to do to get past this is to delete the entries in the hosts file.

I personally have a custom router and gateway in which I have Dan's Guardian installed. I can ban file types, words or phrases, entire domains, and even IP's.
