Problem Connecting to other people via Wi-Fi

I'm having trouble connecting to other people on my Pokemon White Union Room (WI-FI), I can connect perfectly to the internet but when I try to connect to other people it just says "Name Failed To Respond" I'm getting the error 86420. I have followed all the instructions on the Nintendo website to fix this problem but the result was unsucessful. (http://www.nintendo.com/consumer/wfc...s&locale=en_US)

I believe it's something in my router creating problems.

I have set the IP to my DS to 192.168.0.146. It does not create conflict with any other IP on my wireless connection.

Can you go to a command prompt and type in (without the quotes) "ipcongif /all", right click the box, select all, and hit enter. Then paste the results here.
