Not getting internet speeds that I payed for?

Hey all, I am getting really annoyed as I am paying about £20 a month for the tiscali 8mb package and I used 2 online speed checkers to find out that I am getting 1mb/s for my whole connection (I think). On various sites it says that I am eligible for 6mb/s so could someone tell me why I am not getting 6mb/s when I am paying for 8mb/s?

Upload speed: 650 Kb/s
 
The broadband company sells you internet speed in Mb (Megabits), while internet speed things measure it in MB (Megabytes) - a byte is 8 bits, so it's the same really, just measured slightly differently; don't worry, they don't seem to be throttling your connection :)

Edit: Out of curiosity, how reliable are Tiscali?
 
When you sign up for a service, in the contract it says UP TO, not minimum. Mostly because of other people using the same servers and bandwidth being used up by everyone.
 
yea..you're speed is in bits but your speed for downloads is bytes

divide your connection speed by 8 and you'll get roughly what you'll download things at
