making a cod4 gaming server

I am trying to make a cod4 server without have to buy a vps or a dedicated host. everything i read says that i have to open ports on my internet. i have embarq now century link as an isp. and im connected to a netgear router. i don't know if i should open up ports on my modem or my router both have the option to do so. i have a linksys router if yall think that will work better i can try it. and i don't know what ip to foward it to i thought you were supposed to set a static ip so i set it to 192.168.1.6 and fowarded all of my ports to that and its still closed? please help
