Did you uninstall the old ethernet card?
You mentioned that you used the ping command and were asking about the number of packets. It will only send 4 when you ping. Since none were lost the network is fine.
Since you put the new ethernet card in can you ping the router now?
Can you ping outside? (like google or something)
Can this system see the other system on the network?
Goto contol panel> network connections > local area connection > properties > Tcp/ip properties > advanced > options > tcp/ip filtering > make sure that it says permit all
Another thing that you can try is to use the repair function on the connection.
Honestly I don't know what else to say. It still sounds like a winsock issue, but you did run the fix so I dont know. Sorry. Try another tech forum, you might be more successful.
