isdn128 over cable or adsl

i recently came across a person who was using an ISDN128 line
why would the person be using an ISDN line instead of cable or ADSL

is it because he/she does not have access to ADSL/cable or that there is some technological benefit in using it.
 
as far as I know, there is no benifit anymore to ISDN lines. The person may just not know that they could save money and have a faster connection, or maybe they are getting a really good deal on it. ALthough, I doubt it as the cost it rather prohibitive to the ISP.

I know that we (the Company I work for) uses an ISDN connection in our DC office as a backup to the DSL/Cable (can't remember which). we used to use it with two other 128 lines for the VTC (Video Teleconference) system, but now just use a 1mb broadband and it all works great.
