IP addy, subnet mask problems

I know im an idiot, but my mind is going blank.

I have 2 scopes.
161.223.66.1-126
161.223.67.129-254

the subnet mask im using is 255.255.255.128

I need them to be on the same network/domain.

What am I doing wrong? If you need some more info let me know, im pretty frazzled right now.

So you're wanting to reserve those ip's for your network?

those scopes are running on the DHCP server, but they cant see each other. the 66 is working fine, its the existing scope. the 67 is the new scope, and it cant see the domain. it can ping all the 66 addys tho. is the subnet right for those? or am I way off for thinking thats the problem?
