Internet Slowdown at prime time

I have Cox Cable internet rated at 9Mbps down and 1Mbps up. I get that plus some most of the day, but during prime time hours, i generally get less than 1Mbps down and maybe 300Kbps up if I'm lucky. Pings also skyrocket. After say 11:30pm usually, the speeds go back up and things are good until 5pm the next day. Anybody have any idea what could be causing this?

I know this isn't the place to really ask it, but maybe somebody else has had an experience like this.
