Internet connection only working when phone in use

Recently my ADSL Internet connection has stopped working, and will only work when the phone is in use. Sometimes the Internet Connection will work after the phone has been put down (even for a whole day).

I have tried two different routers (one Netgear and one Dlink) 3 different filters to attach the phone and router to the phone socket, unplugged the routers and just used the modem (Didn't get dial tone). I have even unscrewed the phone socket and checked the connetions, replaced all the cabels connecting to the router/pc etc

have you tried contacting your ISP, because this looks like an issue from their side.
