im New... but with a problem

I have an LAN (DSL) connection, My peer 2 peer network doesnt work.
I have the window Xp firewall. I tried bringing my computer into where we bought but all they did was reinstall it but it's still broken. I cant even play yahoo games or look at webcams. Can anyone help me? please. Im sure you heard this request so many times...lol. My computer works in my dad's office and he has a T1 Line. I treid WinMX, Limewire, all of them bought none work. They say it's the firewall but I tried puttin the ports in bought it still doesnt work. Help me

Did you put the ports thru in your hardware firewall / router (that little box where all your cables run into)?>

And did you set your PC's for static IP's?

How would I do that? Im really new at this whole thing so you might have to be really specific. I really feel stupid...lol
