IE redirects to ISP's home page??

Friend has a problem with his computer. Whenever he opens IE and tries to go to a webpage(ex. google, msn, any webpage) it says "redirecting you" or something to that effect and sends him to his ISP's webpage. Anybody know what the problem could be??

He has a balance due? Can he ping the website he is trying to reach? More information needed.
