ICQ and remote access.

I am just curious if you can still control someone else's computer using ICQ with their permission. I have the most computer retarded sister ever and there are some things I have to fix that she can't seem to figure out over the phone and I remember back in the day ICQ used to allow this. If ICQ doesn't is there a better "free" program that you can use?
