My problem is this- i recently installed a PCI ethernet card (for a LAN party), and when i just normaly go about the internet (with nothing plugged into the card, as i have a USB modem) there is a message in my tray "Local area connection now connected, Speed :10Mbps" Is someone trying to access my computer? Also, when i right click and press disconbnect, it says "It is not possible to disable the connection at this time. This connection may be using one or more protocols that do not support plug and play, or it may have been initiated by another user or the system account."

Thanks for input

No, I just think you have a hardware Problem.

First thing to do is call up your ISP and see if they can't detect any problems from thier end. If they don't then your looking at a problem with the NIC Driver, the NIC itself, the Modem, the Cable or your network settings.
