HP Pavillion LAN problem

My roomates HP Pavillion computer recognizes the D-Link ethernet card, claims the device is working properly but when he tries to get to the log on page for our school internet access the page won't load. He's running Windows ME which i think is a real ***** to set up network connections on. Any suggestions what i could try next?
