i have run ito problems like this a few times, it was caused by interfearance, witch is usaly vary abundant in apprtments. Try switching the wireless chanel that you are using, most by default are set to 6, try using 1 or 11.
as for the ethernet, try a diffrent cable, the one you have been using could be bad or it could even be a crossover cable.
