Downloads keep stopping halfway (Chrome and Firefox)

Whenever I try to download a file, for some reason the downloads keep stalling halfway. I also can't fully load videos for some reason. I'm pretty sure that nothing is wrong with my internet (if there was something wrong then I wouldn't be able to post =O ).
I can go do everything I want on the internet EXCEPT downloading and streaming videos(meaning I can still visit websites and stuff).
At first I thought it was Chrome's problem, but then I decided to use firefox and still the same thing happened.

It's really odd, because at first it can download normally (like say up to 10mb of a file of 200) and then it suddenly stops halfway. As in, it doesn't STOP in the manner that the download is terminated, but it just doesn't proceed. For example, the rate of the download will be 50kb/s and then the size of the file that has already been downloaded will just stay there . Like, it'll stay at 15mb for 3 hours with supposedly "50kb/s". Sometimes it'll be that way and sometimes the speed will gradually decrease from like 100kb/s to 1 kb/s, but of course the file will still stay at 15 mb. No difference really, it's just that in one the speed decreases, in the other it doesn't ( it could just be because of the difference in how Chrome and firefox show their downloads but I thought it'd be wise to just say it anyway)

I went googled for help, and I found that some people have also had the same problem. But in each case, the problem is resolved in a different way so...yea..can't really apply it..

I am a total computer noob so please help ! I even went using a laptop without an antivirus for like a year !( i just recently installed and did a scan using bitdefender 2010)

I'm scanning my computer again with bitdefender 2010 as i'm posting this now....

ANY HELP IS APPRECIATED, SERIOUSLY I DON'T KNOW HOW I CAN LIVE WITHOUT STREAMING VIDEOS OR DOWNLOADING FILES.

What type of internet connection are you using? I had a similar problem with a wireless broadband 3G card. If I had a download going but stopped visiting sites or whatever the connection would pause, assuming I wasn't still using it, and I would loose the file download.

It could be something similar, because the symptoms you have are identical to mine.
