Download time problem

I am trying to downoad a file but it takes over 2 hours with dial up and 35 minutes with DSL. Everytime I tried the dowload is not finished.
If there a program that can transfer files and if interrupted to try again and not lose what is being downloaded in order to complete the transfer?
