DNS Timed Out

I am having trouble with my DNS/ Domain controller server. For some reason the entire network is running extremely slow. I ran the following commands and I get the same response: ping (I pinged my DNS server by IP address and domain name), tracert, and nslookup. The network is finding the server name from the IP but I keep getting a "DNS request timed out".

I have rebooted the server and the firewall but nothing seems to resolve the issue. Any ideas?

Is this a local machine or remote? Have you tried disabling the firewall entirely?

I know its a network issue because my Macbook is connected to a wifi router but is not on the domain and is working just fine.

I ran a speed test (speediest.net) and from my desktop on network I get 1.22 mbps down and 0.05 up. From my macbook I get 11.39 down and 0.29 up.

I understand something is wrong with my upload speed but I just don't know how to go about troubleshooting it. I have already rebooted everything.
