You can read entire books on DNS and how it works, but basically when you type www.techist.com into your browser, it sends that request to your ISP's DNS server to resolve it to it's correct IP address (IE 68.204.x.x). If that DNS server can't resolve it, it passes the request to another server and so on and so on.
