Default Dns

I've been thinking about making my computer a server to upload some of the content I have to the internet. I know that I must first get a static IP address, then install Apache. (I can't use IIS because I have XP Home) But I'm not quite sure how to translate my IP address into a domain name using a DNS. Will Apache do that for me or will I have to use a different service?

Any guidance appreciated, thanks. :-)
