I hope you didn't just open Device Manager and do "Check for driver update" through there - because that's not necessarily going to be the latest driver. You need to go to the manufacturer's website for your ethernet adapter (e.g. Intel), and search the model # and check the driver version/date.

Edit: now phone Wi-Fi acting up... Mmmm I still think it's the isp, gonna take the all in 1 over to my brother place later this evening to test out and see.
2nd Edit: I went ahead with reinstall windows 10 and now I'm getting 5 mbps more than 8mbps plan. Awesome sauce
