Can I connect one printer to two separate networks, each network router is connected to one switch and modem. Thanks in advance.

You should be able to do this using a print server and use IP printing. Depending on the routers and config you may need to add a couple static routes. But yes this could be done.

You would have to set up a trust between the networks so they could communicate.
