Capping

Hello All,

I am having connection issues with my internet connection due to the speed being too fast for my line - I know this as my ISP capped my line and all went well. But their cap seems to keep failing and speeds returning to nomal .. so my question is ..

Can I cap my internet speed myself, or it that something ONLY my ISP can do?

I am UK based with Skybroadband DSL is it matters

You know a lot of people would be happy their speed limit doesn't work. But what exactly does the problem produce? And I guess you can limit yourself but it'll have to start with your LAN or your computer using a software based solution because hardware is expensive.
 
Heh, yes I know it sounds stupid huh? Unhappy my speed is too much.

It actually makes my connection drop several times a day, once they capped it.. it all was great. Right now its running 3.5-4.5 mb/s and my phone line can only take up to 2mb. (crappy UK for you)

So any info you can give on this software capping? Thanks
