Bit Comet + Speed Scheduling

I am a long time Azurus. And I use so I can control my download and upload speeds during my ISP on peak and off peak times.

However since i am using Vista Beta on my Download Box, I can not for the life of me get Java installed, therefore I am using [url=http://www.bitcomet.com/]Bit Comet.
Is there any way where I can automatically control my speeds depending on the time.
I would like to set up the following :-
Midnight to Midday -- Unlimited Download Speed. Limit upload
Midday to 6:30pm -- Limit Download. Unlimited upload
6:30pm to Midnight* -- Limit Download. Limit upload

* The time that I am normal using my bandwidth for other purposes like MMO and surfing the internet.
