bandwidth limiting via ics

i have a broadband connection that is shared via windows ics. problem is that the person on the other comp is a leech and drains all the bandwidth. i need a way to limit that bandwidth on my computer since if i dropped netlimiter on his pc he would remove it. and whenever i disable the shared connection he complains a lot.
