Make sure the IP you are giving your friend is your current IP. Unless you bought a static one from your isp, it will change. After that, check port forwarding again, and call your ISP to make sure they allow what oyu are trying to do. If indeed it is SBC, then you probably have DSL, and they shouldn't care as much because you have a dedicated line. Make sure there are no local firewalls running on the server (and if there are, then make sure apache has full rights. If it works on your local network but not remotely, then apache is probably set up correctly, and your router isn't.

In your httpd.conf file... set listen to 80 ....ServerName *:80
Make sure this snipit of code is in your file.....
<Directory "/set/towhat/your/document/root/is">
Order allow,deny
Allow from all
<Directory>

Are you using virtual host??
What os are you using?
Can you post a copy of your httpd.conf file?

I can see you are using SBC that should not be a problem as long as you are using a router and directing incoming trafic to your server.
I am using Windows XP Professional, and I may be using Virtual Host, and here is my conf file
